The same GMDSS concept, a narrower scope

Element 7R starts from exactly the same foundation as the full operator exam: GMDSS uses automated systems and satellite technology to improve emergency communications for the world's shipping industry, so that a distress alert reaches search-and-rescue authorities ashore and nearby shipping can be asked to assist. What differs is the breadth. Where Element 7 adds large blocks on Inmarsat and MF/HF systems, Element 7R concentrates on VHF-DSC working, which is why the restricted licence suits vessels that operate within VHF coverage of a coast station rather than far out at sea. The regulatory backbone is shared too: a compulsory vessel's GMDSS station must be inspected annually, at least once every 12 months, by the FCC or a GMDSS Maintainer licence holder, and a claim of a five-year inspection interval is the false statement the pool likes to plant. Studying 7R is therefore lighter than 7, but the safety-critical procedures are held to the same standard.

DSC identities and the MMSI

Digital Selective Calling depends on numbering, and Element 7R makes sure you can read it. The MID is the Maritime Identification Digits, a three-digit code that signifies nationality, identifying the country or administration under whose authority a station is registered. Those three digits form the leading portion of the nine-digit Maritime Mobile Service Identity, the MMSI, that every DSC-equipped station carries. Being able to separate the MID from the full MMSI, and both from other identifiers, is the sort of clean distinction the exam rewards, because the wrong answers usually offer plausible-sounding but invented expansions or the wrong digit count. The identity knowledge matters operationally as well: a correctly addressed DSC call reaches the intended station, while a malformed identity can send an alert nowhere useful.
