The first thing Element 1 wants you to internalise is that authority to use a marine transmitter comes from the FCC, not from a manufacturer, the Coast Guard, or the IMO. Unless a set is specifically excepted, only transmitting equipment that the FCC has certified for Part 80 operations may be used by a station in the maritime services, and that certification applies to United States vessels regardless of who built the radio.
