The Safety Director may register a recreational vessel for up to one year (regulation 12). Registration commences on the label date and expires at the end of the recorded day; a missing renewal notice does not delay expiry (regulation 13), and you have no more than 3 months after expiry to renew (regulation 14). The label must stay fixed in a conspicuous position on the outside or upper part of the vessel, and the identification mark goes on each side of the hull, forward of the beam. The characters must be at least 150 millimetres high on an ordinary vessel, or 100 millimetres on a personal watercraft, in a colour that contrasts with the surface; a non-compliant mark costs the master 10 penalty units (regulation 24). Registration also carries a fitness-for-purpose condition (regulation 27): a vessel is not fit for purpose if, for example, a hull cannot maintain watertight integrity, fuel is leaking, fitted kill switches are inoperable, or navigation lights are fitted inconsistently with Annex I to the Prevention of Collisions Convention.
Both sides of a sale are on the same clock. The person disposing of a registered vessel must complete and sign the relevant section of the transfer application and give it to the acquirer no later than 14 days after disposal, with a 20 penalty unit fine for failing (regulation 17). The acquirer must then complete the application, give it to the Safety Director and pay the applicable fee, also within 14 days (regulation 18). The Safety Director must refuse a transfer where a notified court or tribunal order prohibits it (regulation 20), and may refuse where the requirements were not met, after a written notice giving 28 days to respond (regulation 21).
A marine licence is granted or renewed for either 1 year or 5 years (regulation 35), and a lapsed licence can be renewed up to 5 years after expiry (regulation 38). Timing matters: renew within 6 months of expiry and the new term is calculated from the old expiry date; renew later and it runs from the renewal day (regulation 40). While acting as master you must have the licence in your possession, or face 5 penalty units (section 61 of the Act). A restricted marine licence carries three prescribed conditions under regulation 44: no acting as master between sunset and sunrise, no operating at a speed of 10 knots or more, and no towing a person, another vessel or an object. A full licence holder may let an unlicensed person operate only if the holder is over 18 and on board in a position to take immediate control (regulation 43).

Yes, to be the master of a registered recreational vessel. Under section 52 of the Marine Safety Act 2010 (Vic) the owner must not allow anyone to be master unless that person holds a marine licence. The main exemption is in regulation 29 of the Marine Safety Regulations 2023: holding a valid certificate of competency with no health or fitness conditions, which you must carry on board.
Either 1 year or 5 years: regulation 35 of the Marine Safety Regulations 2023 lets the Safety Director grant or renew a marine licence for either period.
