HRS section 281-11 requires a liquor commission or adjudication board of not less than five members, each a United States citizen who has resided in the county for at least three years before appointment, nominated by the county's elected executive head and appointed with the advice and consent of the council for staggered five-year terms. No member may hold a direct or indirect interest in any liquor manufacturing or sale business, and no more than a bare quorum may belong to the same political party. In Maui County, Rule 08-101-11 and Rule 08-102-80 set the adjudication board at nine members.
