Anyone who has to appoint a Gefahrgutbeauftragter, a dangerous goods safety adviser, quickly runs into a regulation that fixes almost nothing about the exam itself. Here is what the Gefahrgutbeauftragtenverordnung actually states, and what it leaves to the individual chamber.
What is the Gefahrgutbeauftragte exam?
It qualifies a Gefahrgutbeauftragter, the safety adviser a company must appoint under the Gefahrgutbeauftragtenverordnung (GbV) once its activity touches the transport of dangerous goods, or the packing, loading, filling, or unloading connected to that transport. The role exists across three legal regimes depending on how the goods move: GGVSEB for road, rail, and inland waterway, and GGVSee for sea transport. A candidate completes an approved training course and then sits an exam to show the required competence.
Who has to appoint a Gefahrgutbeauftragter?
Any company whose activity is covered by GbV § 1, which reaches every firm handling dangerous-goods transport or the associated packing, loading, filling, or unloading. GbV § 2 sets out exemptions, including companies whose role is limited to certain assigned duties, or whose quantities fall below the threshold named in that section. Whether a specific company qualifies for an exemption is worth checking against § 2 directly rather than assuming.
What is the pass mark, and how many questions are on the exam?
The pass mark is the one number the regulation fixes nationally: at least 50 percent of the maximum score, set by GbV § 6 (2). Everything else about the exam’s structure is not fixed at federal level. § 7 (2) hands the details, question count and time limit among them, to the responsible Chamber of Industry and Commerce (IHK), which sets them through its own statute. Anyone preparing should check with the specific chamber they will register with rather than assume a single national format applies.
Can the exam be retaken, and does a certificate expire?
Yes, under two different rules. The exam sat right after training can be retaken once without repeating the training itself. Separately, a renewal exam exists to extend a training certificate’s validity, and it can be sat without limit, but only up until the certificate actually expires; that renewal exam is marked on a reduced maximum score, cut by 50 percent from the standard exam.
In what language is the exam given?
German by default. GbV § 6 also allows an exam in English on request, but only if the candidate can show the relevant legal texts in English and covers the additional cost, and only after first completing an approved training course delivered in English.
Where do the real exam’s questions come from?
From a collection published by the DIHK, the German Chamber of Industry and Commerce, as GbV § 6 (5) states. That collection is not reproduced here or in any RiverMap Learning practice material. It also is not the same thing as the IMDG Code: the safety adviser role for sea transport draws on GGVSee, but the IMDG Code itself is a separate international text and is outside the scope described in this article.
What does the exam actually cover?
Nine subject areas run across the three regulations: appointment and qualification of the adviser; the adviser’s own duties, including the annual and incident reports required under GbV § 8; the company’s separate duties around appointing, equipping, and supervising the role; the responsible authorities (IHK, BAM, BAG, and others); the duties of everyone involved in road, rail, and inland-waterway transport under GGVSEB; special provisions that differ by mode of transport; the duties of everyone involved in sea transport under GGVSee; sea-transport documentation and loading; and the fines and transitional rules that run across all three regulations.
How do you practise for an exam with no fixed format?
By studying the part that is fixed, the legal duties and the 50 percent pass mark, rather than a specific question count that does not exist at national level.
