What samfunnskunnskapsprøven and statsborgerprøven actually involve
Samfunnskunnskapsprøven and statsborgerprøven are two different Norwegian tests, taken for two different applications, and passing one does not automatically satisfy the other. Both are set by HK-dir (the Directorate for Higher Education and Skills) and both are taken on a computer at a test centre.
Which Norwegian test do I actually need?
It depends on what you are applying for. For permanent residence, applicants aged 18–67 must pass samfunnskunnskapsprøven, which may be sat in any of its 23 languages. For citizenship, applicants aged 18–67 must pass statsborgerprøven or be exempt from it, and passing samfunnskunnskapsprøven in Norwegian is one of the listed exemptions. Passing statsborgerprøven does not satisfy the permanent-residence condition.
How many questions is samfunnskunnskapsprøven and what is the pass mark?
You are given 38 tasks and a maximum of 60 minutes, but only 34 of them count towards your score, because HK-dir trials new tasks that score nothing either way. You need at least 26 correct answers out of those 34 to pass. Most tasks are multiple choice with three options and one correct answer, and the test also includes image tasks where you mark the correct spot in a picture.
How many questions is statsborgerprøven and what is the pass mark?
You are given 36 tasks and a maximum of 60 minutes, and 32 of them count, again because four new tasks are being trialled. You need 24 correct answers to pass. Every task has three options with one correct answer. Statsborgerprøven is sat in Norwegian only, in bokmål or nynorsk, at roughly language level A2.
What subjects are on the test?
Both tests are built on the curriculum for social studies for adult immigrants (FOR-2021-06-20-2054), which covers three areas: education, competence and working life; family, health and everyday life; and Norway past and present. In practice that means school and kindergarten rules, employment law and workplace rights, family law and children's rights, health services and the regular-GP scheme, and Norwegian history, the Constitution, democracy and public institutions.

Is samfunnskunnskapsprøven the same as statsborgerprøven?
No. They are two different tests. Samfunnskunnskapsprøven is the social-studies test required for permanent residence and can be sat in any of 23 languages. Statsborgerprøven is the citizenship test, is sat in Norwegian only, and is shorter. Passing statsborgerprøven does not satisfy the permanent-residence requirement.
