KNM Practice Questions: Instanties (Dutch Official Bodies, 2026)

Instanties is the KNM theme that maps Dutch officialdom: which organisation you need for which step of life in the Netherlands. The core assignments are fixed. The gemeente registers you, handles your address, passport and the birth of your child. DUO runs the inburgering and its exams. The Belastingdienst collects taxes and pays toeslagen. The UWV handles the WW benefit and helps you find work. The IND deals with residence permits and naturalisation, and the SVB pays the AOW state pension and child benefit. For all of it online, you log in with your DigiD.

The gemeente, DUO and the Belastingdienst

The gemeente, the municipality, is the front door of Dutch administration, and the exam keeps returning to it. When you come to live in the Netherlands you register at the gemeente, in the BRP, the municipal records. You apply for a new passport or ID card at the gemeente, you report your new address there when you move, and you register the birth of your child there too. One organisation, four everyday situations: the exam will hand you the situation and ask for the counter. DUO is the organisation every inburgeraar meets personally: it handles the integration process and the exams, it is where you can apply for a loan for your inburgering, which you repay later, and it also arranges student finance (studiefinanciering) for students. The Belastingdienst, the Tax Office, collects the taxes in the Netherlands, and it has a second face that surprises many candidates: it is also where you apply for toeslagen such as the zorgtoeslag and huurtoeslag, the allowances that help people with a low income. A toeslag is money from the government to help with your costs. Keeping the taking side and the giving side of the Belastingdienst together is half the battle in this theme.

  • Gemeente: registration in the BRP, passport and ID, address changes, birth registration.
  • DUO: inburgering and the exams, the integration loan, student finance.
  • Belastingdienst: collects taxes and pays out toeslagen like zorgtoeslag and huurtoeslag.

UWV, IND, SVB, the emergency numbers and DigiD

The second half of the map covers work, residence and old age. The UWV is the work organisation: if you are unemployed you apply for the WW-uitkering there, and the UWV also helps people look for work. The IND owns everything about your right to stay: it handles residence permits, renewals when your permit is about to expire, and naturalisation when you want to become Dutch. The SVB pays out two family benefits the exam names precisely: the AOW, the state pension for older people, and the kinderbijslag, the child benefit, which you apply for at the SVB. Then come the numbers. In an emergency, such as an accident with a badly injured person, you call 112 right away; when it is not urgent, you call the police on 0900-8844. The exam tests the boundary: 112 is only for a noodgeval, an emergency like a fire or an accident. Finally, the key that opens all of these doors online: DigiD. With your DigiD you log in securely to government services, for example to apply for a toeslag. If you can match each organisation, number and login to its situation, this theme becomes the most predictable set of marks on the KNM paper.

FAQ

Frequently asked questions

Where do you register when you come to live in the Netherlands?

At the gemeente, the municipality, where you are entered in the BRP, the municipal records. The gemeente is also where you apply for a passport or ID card, report a new address when you move, and register the birth of a child, which is why it anchors so many questions in this theme.

What does DUO do for inburgering?

DUO is the organisation that handles the integration process and the inburgering exams. You can also apply to DUO for a loan for your inburgering, which you repay later, and DUO arranges student finance for students. As the body that runs the exam you are preparing for, it is a name the KNM paper expects you to know.

What is the difference between the UWV and the IND?

The UWV is about work: it handles the WW unemployment benefit and helps people look for work. The IND is about residence: it handles residence permits, renewals and naturalisation when you want to become Dutch. The exam gives you a situation, losing your job or an expiring permit, and asks which organisation you need.

What does the SVB pay?

The SVB pays the AOW, the state pension for older people, and the kinderbijslag, the child benefit, which you apply for at the SVB. Keep the SVB separate from the UWV, which pays the WW benefit, and from the Belastingdienst, which pays the toeslagen.

When do you call 112 and when 0900-8844?

You call 112 only in an emergency, a noodgeval such as a fire, an accident or a badly injured person. When it is not urgent, you call the police on 0900-8844. The exam tests exactly this boundary between the emergency number and the non-urgent police number.

What is DigiD and what do you use it for?

DigiD is your secure login for Dutch government services online. With it you can log in at organisations like the Belastingdienst, for example to apply for a toeslag. Questions about doing something online with the government usually have DigiD as the answer.
