Policía Nacional’s Escala Básica is one of the largest recurring public-sector hiring rounds in Spain, and its selection process has more moving parts than the written test most candidates focus on first. Here is what the whole oposición actually involves, and which part of it a study app can help with.
What is the Policía Nacional Escala Básica oposición?
It is the selection process for entry into the Escala Básica, categoría de Policía, of the Policía Nacional. The current convocatoria is the Resolución de 7 de julio de 2026 of the Dirección General de la Policía (BOE-A-2026-15055), which opens an oposición libre for admission to the Escuela Nacional de Policía, División de Formación y Perfeccionamiento. Passing it is the entry route into the corps at its base rank.
How many stages does the process have?
Base 6.1 sets three eliminating pruebas within the fase de oposición. The primera prueba is the written knowledge test: a hundred-question exam covering the full temario. The segunda prueba is a test of physical fitness, detailed in anexo II of the convocatoria. The tercera prueba covers psychotechnical assessment, a personality profile and a personal interview. On top of those three, the process also includes a separate medical assessment. Each stage has to be cleared before a candidate moves to the next.
Which part can you actually prepare from a question bank?
Only the primera prueba. It is a hundred multiple-choice questions, each with three answer alternatives of which only one is true, to be answered in fifty minutes. The convocatoria’s own formula penalises wrong answers and leaves blanks unpenalised, and the test is scored from 0 to 10 with a stated floor of 3 points, though clearing that floor is not the same as passing outright, since the process then ranks candidates and cuts off well above 3.
The other three components are different in kind. Physical fitness is measured against a set standard, not a question bank. The psychotechnical and personality stage and the interview have no single correct answer to memorise, which is precisely why a personality test cannot be “drilled” the way a fact-based exam can. The medical assessment is a clinical check, not a knowledge test. None of the three is something a study app can responsibly claim to prepare you for, and this one does not try to.
What does the temario actually cover?
Anexo I lists 45 temas with no gaps between them, and every question in this app’s bank is built to sit inside one of those 45. They fall into three blocks: legal sciences, social sciences, and technical and scientific subjects. The block-by-block breakdown, with each block’s tema range, is set out in the format and pass mark guide. The convocatoria does not publish how many of the hundred exam questions come from each individual tema.
What does the pack cover, and what does it openly skip?
RiverMap Learning’s Policía Nacional pack has 720 original questions and 242 flashcards spread across 20 categories that map onto all 45 temas, each explanation citing the article or provision it rests on: the Constitución, LO 2/1986, the Código Penal, the Ley de Enjuiciamiento Criminal, LO 4/2015, LO 4/2000, Ley 4/2015, LO 3/2018, Ley 31/1995, the Reglamento de Armas, the Reglamento General de Circulación and the rest of the temario’s legal texts.
A handful of gaps are declared rather than papered over. Tema 29, on social attitudes, stereotypes and prejudice, has no questions at all, because no admissible archived source could be verified for it. Parts of tema 45 (personal protective equipment), tema 34 (polydrug use) and tema 39 (several networking concepts not defined by the admitted technical sources) are left out for the same reason. And the collective-representation articles once found in tema 21 are excluded because they were repealed by LO 9/2015 and are no longer law.
How many places, and what does it cost to apply?
The 2026 convocatoria offers 2,704 plazas in total, of which 2,163 go to oposición libre. All of those figures are set afresh with each convocatoria.
Is this app the whole story?
No, and it does not claim to be. It covers the primera prueba, the one stage where a question bank and a timed mock genuinely help, with the same hundred-question format, three-option structure, fifty-minute limit, 0-to-10 scale and penalty rule the convocatoria itself sets. The physical test, the psychotechnical and personality assessment, the interview and the medical check are separate hurdles that this app leaves to their own kind of preparation.
