Celador/a with the Servicio Andaluz de Salud (SAS) has the lightest qualification bar of any category in its own convocatoria, but the selection process still runs through a formal application window, a fee, and a competitive multiple-choice exam. This page sets out exactly what the bases require, sourced from the SAS bases generales and bases específicas published in the Boletín Oficial de la Junta de Andalucía (BOJA).
What qualification do you need?
A Certificado de Escolaridad or an equivalent qualification is enough, under base 3.2 of the bases específicas (BOJA núm. 26, de 7 de febrero de 2025). That is the floor of the convocatoria: other categories in the same call, such as Auxiliar Administrativo/a, Monitor/a or Telefonista, require a higher title (ESO, FP de primer grado, Técnico or Graduado Escolar). Celador/a is the one category where that basic certificate is sufficient on its own.
How is the selection process structured?
The process is a concurso-oposición, split into two phases that together make up your final score:
- Oposición (50% of the score): a theory-and-practice multiple-choice test. This phase is eliminatory, so you must clear it to move forward at all.
- Concurso de méritos (the other 50%): scores prior service and training. It only applies to candidates who already passed the oposición, and a strong concurso record cannot make up for failing the test.

How do you apply, and what does it cost?
Applications are submitted through the Ventanilla Electrónica de Profesionales (VEC), accessible from the SAS website, within 15 working days of the convocatoria’s publication in the BOJA.
The application fee is 13.15 euros. Submitting and paying electronically earns a discount of 3 euros, bringing the amount due to 10.15 euros. Some applicants are exempt from the fee under the general bases’ exemption cases (base 5.5.2 of the bases generales).
How many places are on offer, and for whom?
The 2025 convocatoria’s Anexo III (Resolución de 4 de febrero de 2025, BOJA núm. 26) sets out:
- 1,225 places by acceso libre (open access): 1,126 in the general quota, 87 reserved for physical or sensory disability, and 12 for mental illness.
- 175 places by promoción interna (internal promotion): 161, 13, and 1 across the equivalent sub-quotas.
A separate row in the same Anexo III lists 348 places for Celador/a-Conductor/a, a distinct category with its own 29-tema syllabus and its own exam format (75 questions in 120 minutes, for Grupo C2). Meeting the Celador/a requirements above does not qualify you for that category, and the two should not be confused when reading the plazas table.
What happens if you clear the requirements and pass the oposición?
Passing the oposición phase is what opens the door to the concurso de méritos, where documented service and training are scored to produce the final ranking. Because acceso libre candidates compete against a pass mark that is relative, set at 60 percent of the mean of the ten highest scores in the category (50 percent for promoción interna, and never below an absolute floor of 40 percent of the maximum), qualifying to apply is only the first step: the exam itself is where most candidates are filtered out.
